Exhibit J — Strategic Direction & Action Plan

Goals, objectives, strategies and performance measures

These goals carry forward the structure adopted by the CEDS Committee and update each objective, strategy and performance measure against the data now published on this site — the regional economic profile, education and workforce capacity, infrastructure and drilling activity, the plans library, and the last two years of economic developments. Goal 1

Industry diversification and resiliency

Work as a region united to attract, retain and expand industry throughout the 17-county Permian Basin, reducing the volatility that comes with a single dominant sector.

What changed: Rig counts across the region have moved sharply year to year since 2019, and the last two years of announcements include both major expansions and closures. Diversification into power generation, water reclamation, logistics and advanced manufacturing is where regional plans now concentrate.

Goal 2

Innovation, entrepreneurship and digital capacity

Develop the capacity of the region as a hub of innovation and entrepreneurship, with the connectivity small businesses need to operate anywhere in the region.

What changed: Household broadband subscription across the region rose from 79.7% in 2019 to 86.2% in 2023, but rural counties still lag and state and federal deployment funding is now the practical lever.

Goal 3

Education and workforce development

Ensure the Permian Basin offers employers a qualified workforce prepared to meet the needs of existing and future industry, and offers residents a path to a credential close to home.

What changed: Regional four-year graduation rates for the classes of 2020 through 2024 continue to trail the Texas rate of 90.7%, while the region's five public post-secondary institutions awarded roughly 5,100 credentials in 2023-24. Completion rates inside those institutions, not enrollment, are now the binding constraint.

Goal 4

Transportation and infrastructure

Promote comprehensive planning solutions so that Permian Basin transportation, water and utility infrastructure meets the needs of employers and residents.

What changed: The region carries roughly 553 miles of rail, of which about 435 are main line, alongside a roadway network that TxDOT mileage shows growing only modestly between 2019 and 2025. Heavy energy traffic, water supply and grid capacity are the live constraints named in member plans.

Goal 5

Housing supply and affordability

Support the expansion of housing options — in type, price and location — throughout the Permian Basin region.

Goal 6

Quality of place, health and regional perception

Improve the Permian Basin's standing as a place people choose to work, live and stay, including access to care in rural counties.

What changed: Access to primary care and behavioral health remains uneven across the 17 counties, and quality-of-place investment is now a named recruitment tool in several member plans and in private regional partnerships.
