Exhibit B — The Region
Seventeen counties, one economy
The Permian Basin Economic Development District covers Andrews, Borden, Crane, Dawson, Ector, Gaines, Glasscock, Howard, Loving, Martin, Midland, Pecos, Reeves, Terrell, Upton, Ward and Winkler counties — roughly 23,000 square miles of West Texas anchored by the Midland–Odessa metropolitan area and the most productive oil and gas basin in the United States.
That concentration is both the region's strength and its central planning challenge. The CEDS sets out how local governments, economic development corporations, workforce partners and the private sector will broaden the economic base, build infrastructure and housing capacity, grow the talent pipeline, and prepare for the price cycles and natural hazards that shape life in the Basin.
